Outman returns to Rox

The Colorado Rockies have signed Josh Outman to a 1-year deal for the 2013 season, avoiding arbitration.  Outman was 1-3 for Colorado in 2012 in just 27 games, and has won 9 major league games in his careere for the A's and Rockies.
